For anyone looking for work, that combination creates two entirely different job markets that share a name and almost nothing else.

The markers are consistent: many unrelated posts in one notice, a flat monthly salary, a phone number instead of an online portal, no advertisement number, no closing date, a claim that no examination is required, and eventually a request for money — registration, training, uniform, medical or a refundable deposit.
Apply the rules without exception. Never pay anyone anything at any stage. Never share an OTP, a bank password or a UPI PIN. Never surrender original certificates.
