A metro station that is spotless at six in the morning was cleaned by people who worked while the city slept, and who are almost never employed by the metro corporation whose name is on the building. Understanding that distinction is the difference between a worker who is paid correctly and one who is quietly shortchanged for years.
This article is written for people looking at cleaning, housekeeping and station support work in metro systems — one of the few genuine entry points into the transport sector that does not require a formal qualification. It covers what the work involves, who actually employs you, what you are legally entitled to, and how to check that you are receiving it.

Who your employer is, and why it is not the metro
Housekeeping and cleaning in metro systems is typically provided through facility management contractors who hold service contracts with the metro corporation. The corporation specifies the standard and audits performance; the contractor recruits, employs and pays the workers.
So the metro corporation is the principal employer, and the contractor is your employer. Your appointment letter, your wages, your provident fund and your insurance all come from the contractor.
This has one immediate practical consequence that workers learn too late. If your wages are wrong, the station manager cannot fix it. The contractor can, the principal employer has obligations regarding contractor compliance, and beyond that the state labour authority is the statutory route. Knowing the right address for a complaint is most of getting it resolved.
So the first question at any interview is: what is the registered name of the company that will employ me? Get it, and expect it on your appointment letter.
What the work actually involves
Station housekeeping is more structured than people assume, because metro stations are audited environments.
The work covers concourse and platform cleaning, staircases, escalator surrounds and lifts, toilets, ticketing areas, glass and stainless steel surfaces, waste collection and disposal, and spill response. Depots, offices and sometimes trains are separate contracts with their own requirements.
Two features distinguish it from general cleaning. First, much of it happens while thousands of people are moving through the space, which makes safety signage, wet floor management and working around passengers a skill in itself. Second, it runs to a schedule and a standard that is checked, which means the work is documented and repeatable rather than improvised.
Deep cleaning, and anything involving track areas or after-hours access to restricted zones, happens at night under controlled conditions with specific safety requirements.
Your entitlements, in plain terms
This is the section worth reading twice, because these are rights rather than favours.
Minimum wages. Governments notify minimum wage rates for scheduled employments, differing by state, by category of work such as unskilled or semi-skilled, and often by zone. These rates are revised periodically. Being paid below the applicable rate for your category and state is a violation, not a matter of negotiation. Find out which category applies to you and look up the current rate through your state labour department.
A payslip and bank payment. You are entitled to be paid through a bank account with a payslip showing earnings and deductions. Cash with no record leaves you unable to prove anything later, and should be refused.
Provident fund and insurance. Where applicable, contributions must be deposited under your own Universal Account Number and insurance number, not merely shown as deducted on a slip.
An appointment letter on the contractor letterhead stating your role, wage, hours and site.
Basic facilities. The framework governing contract labour provides for amenities including drinking water, washing facilities, latrines and first aid where contract labour is engaged.
Protective equipment. Gloves, appropriate footwear, and equipment suited to the chemicals and tasks involved, provided by the employer.
Hours, rest and weekly off in accordance with the applicable law, with overtime payable at the prescribed enhanced rate beyond statutory limits.
The single most valuable habit
Deductions shown on a payslip and contributions actually deposited are two different events, and they do not always both happen.
Activate your Universal Account Number, log into the provident fund member portal, and look at your passbook. Each month a contribution is deposited, an entry appears. Do this once every three months. It takes five minutes and it is the only reliable way to know whether the money deducted from you is reaching an account in your name.
Equally important: keep one UAN across employers. Housekeeping workers change contractors frequently — sometimes because the contract itself changes hands while the workers stay at the same station — and a new number created each time fragments your record and your service. Give your existing number to every new employer.
Safety, which is not optional in this environment
Cleaning work in a transport environment has real hazards, and they are worth naming.
Chemicals. Cleaning agents can cause skin and respiratory harm, and mixing certain products produces dangerous fumes. Use what you are given, as instructed, with the protective equipment provided, and never mix products.
Slips and falls. The commonest injury, and largely preventable through proper signage and by cleaning in sections rather than across a whole walkway.
Working near passengers. Crowds move fast and are not watching for you. Position equipment where people will not trip over it.
Restricted areas. Track areas, tunnels and electrical rooms are controlled zones with permit and protection requirements. Never enter one because someone told you to informally. This rule saves lives.
Manual handling. Waste and equipment lifted repeatedly over years causes back injury. Use technique and aids, and ask for help.
Report injuries immediately and ensure they are recorded, however minor. An unrecorded injury is very difficult to claim for later.
Night shifts, and what they ask of you
A substantial share of metro cleaning happens after the last train and before the first, because that is when deep cleaning and restricted-area work can be done safely.
Night work is manageable but it has to be managed. Protect your daytime sleep with a dark, quiet room and a fixed routine. Tell your household when you sleep. Eat before the shift rather than heavily during it. Take the health check-ups seriously if they are offered.
Also settle the practical question before joining: how will you get home after a night shift, and is transport provided? This is a genuine cost and safety consideration, particularly for women workers, and it should be answered clearly rather than vaguely.
What to check before you accept
Ask for the contractor registered name and an appointment letter on their letterhead. Ask what wage category you are being engaged in and confirm it against the notified minimum wage for your state. Ask whether provident fund and insurance will be deducted and deposited, and under which establishment. Ask how wages are paid and insist on bank transfer with a payslip. Ask about hours, weekly off and how overtime is calculated. Ask whether protective equipment and, where relevant, transport are provided.
And a rule with no exceptions: nobody should be charging you anything. Not a placement fee, not a uniform deposit, not a gate pass charge, not a commission to a person who arranged the interview. Payment flowing from a worker to an employer or an agent is the clearest marker of exploitation there is.
If something is wrong
Work through it in order and keep everything in writing.
Raise it first with the contractor supervisor and then the contractor office, in writing, with specifics: the amount, the period, the discrepancy. Many problems are administrative and stop here.
If that fails, escalate to the metro corporation contract or compliance cell, because principal employers have obligations regarding contractor compliance and will usually act on documented evidence.
If it still fails, the state labour department is the statutory authority for wages, hours and contract labour matters. Provident fund non-deposit goes to the provident fund organisation grievance channel. The central public grievance portal is a starting point when you are unsure which office to approach.
Your evidence is your payslips, your appointment letter and your written communications. Keep them somewhere safe, and photograph anything you have to hand back.
Where this work can lead
It is honest to say that housekeeping work has a lower ceiling than technical employment. It is equally honest to say it is not a dead end for everyone.
Within facility management, progression runs towards team leader, supervisor and site in-charge, and supervisory roles in this industry are real jobs with better terms. Sideways, workers move into other facility functions, into stores and material handling, and occasionally into direct roles with other employers where a formal qualification is not required.
The step that changes the ceiling most is obtaining a recognised certification. Skilling programmes exist in facility management, housekeeping and allied trades, and government skilling platforms carry them at no cost. A certificate plus documented experience converts you from a general worker into a qualified one, and that is the difference that gets people promoted.
Frequently asked questions
Is any education required? Many of these roles have minimal formal education requirements. What is required is reliability, willingness to follow procedure, and physical fitness for the work.
Will I be a metro employee? Almost always no. You will be employed by the facility management contractor working at the metro site.
What if the contract changes hands? This happens, and workers are frequently re-engaged by the incoming contractor. Keep your UAN and your documents so your record follows you.
